In contrast to the interest shown by the research community in documenting performance funding and its consequences, there has been surprisingly little effort to provide details about how states appropriate money to institutions to support general operations. This is in spite of the fact that nearly all states allocate the majority of their direct funding of institutions based on how much funding support they provided in previous years (p. 3 of the report).
