Artemio helps states, systems, and institutions build more accessible, affordable, and sustainable higher education opportunities that promote access for all. Through his work with NCHEMS, he applies data-driven research methods to address policy challenges, drawing from his experience across different levels of higher education. In prior work, Artemio has contributed to large-scale educational initiatives, including the development of innovative online learning programs. His policy analysis experience includes supporting faculty on institutional matters such as academic planning, budget allocation, and faculty welfare issues. Additionally, he has experience providing guidance and support to students in STEM fields. Artemio’s goal is to find ways to bridge the gap between research and practice, helping states, systems, and institutions navigate complex policy challenges while maintaining their commitment to educational excellence and affordability.
Artemio holds a Ph.D. in higher education from The Pennsylvania State University, a masters degree in economics from California State University, East Bay, a masters degree in public administration from the University of Colorado, Denver, and a bachelors degree in finance from the University of San Francisco.
Artemio likes to spend time outdoors. When indoors, he enjoys following college basketball. He has a passion for learning history and understanding people’s experiences. In his retirement, he intends to volunteer as a guide at a national or state park.
First, I love history, and NCHEMS has a long-standing legacy of influencing higher education and leading change. I am proud to be part of the NCHEMS organizational saga. Second, I enjoy working at NCHEMS because it offers the chance to be involved in solutions that improve access and affordability for students and families. Third, NCHEMS enables me to collaborate with smart and talented colleagues, both within the organization and across the country, who are dedicated to advancing higher education.
