Pennsylvania State System of Higher Education
In early 2017, NCHEMS was chosen by the Pennsylvania State System of Higher Education to conduct a strategic review of the State System, from each of their 14 campuses through the Office of the Chancellor, to identify changes that result in a more efficient use of resources; resources already taxed by dwindling enrollments due to fewer high school graduate and growing competition both for those students and state funding.
This project had a grand scope and short timeline – with many hours devoted to visiting each campus and meeting with staff, faculty, students, and community members. NCHEMS staff poured through data gathered from the system, campuses, and public sources, conducted a survey to collect input from Pennsylvania’s citizenry, and finally constructed a series of recommendations that focused on preserving educational opportunity at each campus and restructuring/redefining administrative roles and responsibilities at campuses and the system office reign in growing costs.
The final report was well received, and NCHEMS staff continued to support the State System as they moved forward to implement changes – including offering testimony at state hearings and evaluation services.
