NCHEMS provides policy assistance on a fee-for-service basis to meet the individual needs of institutions and agencies. Our own staff and other nationally recognized experts work with administrators, faculty, and/or trustees at the client organization to solve specific planning and management problems.
Since 1980, NCHEMS has been particularly active in assisting states and national agencies to develop effective approaches to policy in the areas of governance, assessment and accountability, student pipeline and K-16 issues, and in directed resource allocation. Work in these areas has included contracts with a range of individual states and multi-campus systems, as well as joint projects with such agencies as the Education Commission of the States, the National Governors’ Association, The National Conference of State Legislatures, the National Center for Education Statistics of the U.S. Department of Education, and The National Center for Public Policy and Higher Education.
Among the most prominent accomplishments have been major evaluations of assessment and directed-funding policies in Ohio, Virginia, and Minnesota, statewide needs assessment projects in Texas, Louisiana and New Mexico, and projects on statewide planning and governance in Wyoming, New York, and Kentucky. Each of these projects involved background data analyses using NCHEMS own extensive databases on postsecondary education, multiple site-visits to institutions and state agencies in the relevant states, and the preparation of numerous policy reports for appropriate constituencies. Additionally, since NCHEMS staff has continuing relationships with most of these states and organizations, lessons learned in such projects can be consistently reinforced and practically applied in ongoing policy discussions.
