1 Alabama State-Level Coordinating and/or Governing Agency The Alabama Commission on Higher Education, the statutory coordinating agency for public postsecondary education, was established in 1969. The Commission is composed of 12 members, 10 appointed by the governor and 1 each by the lieutenant governor and speaker of the house. All are subject to confirmation by the Senate. No more than 2 members can be from any one congressional district and each is charged with representing the state as a whole. Commissioners serve 9-year terms. The statutory authority of the Commission includes planning, coordination, budget review for individual institutions, recommendations of a consolidated budget and program review for the state's public senior and junior institutions. Program review involves new program approval authority for all public postsecondary institutions. The Commission has advisory authority relative to the review of existing programs. The commission also has approval authority for off-campus instruction and programs offered in the state by out-of-state institutions.

The State Board of Education is a constitutional entity with responsibility not only for K-12 but also for governing 1 upper-division college, 3 junior colleges, 18 community colleges and 7 technical colleges.

2 Alabama System/Institutional Governing Boards The state has 2 multicampus governing boards established by the state constitution with powers delineated by the state legislature. The Board of Trustees of the University of Alabama System was established in 1821, is comprised of 17 members, and governs 3 senior institutions. The Board of Trustees of Auburn University was established in 1901, is comprised of 12 members, and governs 2 senior institutions.
The Troy University Governing Board was established in 1967 (prior to 1967, Troy was governed by the State Board of Education), is comprised of 12 members, and governs 3 senior institutions. 5 other state universities each have a separate governing board.

The governing boards are responsible for the total governance of the institutions under their control other than the regulator functions given to the Commission for program approval and off-campus approval.

3 Alabama State Student Assistance and Loan Agencies A state student assistance program established in 1975 is administered by the Commission on Higher Education. At the direction of the U.S. Department of Education, the Commission has merged the Alabama student loan program with the Kentucky Higher Education Assistance Authority.

4 Alabama Postsecondary Vocational-Technical Education The State Board of Education is the State Board for Vocational Education.

5 Alabama State-Level Organization of Independent (Not for Profit) Colleges and Universities Established in 1956 and merged with the Council for the Advancement of Private Colleges in Alabama in 2006, the Alabama Association of Independent Colleges and Universities (AAICU) serves as the state-level organization representing 14 private colleges and universities within the state.

AAICU serves to promote and protect the interests of independent higher education in Alabama and oversee scholarship fundraising efforts for students attending its member schools. It pursues legislation favorable to member institutions at both the state and federal level and is affiliated with the National Association of Independent Colleges and Universities.

6 Alabama Licensure/Approval Agencies The State Department of Education has approval/licensing authority for for-profit/proprietary vocational/technical schools, nondegree-granting proprietary schools and nonaccredited degree-granting institutions.

7 Alabama Statutory Advisory Committee The Council of Presidents was established by the enabling legislation of the Commission on Higher Education as an advisory body to the Commission on policy issues and budget development according to Act 79-461, Section 16, Code of Alabama. The Council is composed of all public university presidents and chancellors, the chancellor of the 2-year college system, and 3 2-year public college presidents appointed by the chancellor. The Council is permanent.
