Earl Hale was the Executive Director of The Washington State Board for Community and Technical Colleges from 1987 to his retirement in 2006. Subsequently he was a consultant with the “Bridges to Opportunity” grant program for the Ford Foundation. He was previously a member of the Washington State Higher Education Coordinating Board and is currently the chair of the National Center for Higher Education Management Systems (NCHEMS) in Boulder, CO. He also consults with the Association of Washington Business (The WA ST Chamber of Commerce) in the area of higher education and workforce policy issues.
Earl has worked on various projects in higher education, including a Minnesota state project to increase business involvement with community colleges and state universities in the area of adult education and workforce preparation.
Earl is past Chairman of the National Council of State Directors in Community and Junior Colleges and served on numerous national and state committees.
Earl is a native of Cheney, Washington. He received a Bachelor of Arts Degree from Eastern Washington University and a Master’s Degree in Public Administration from the University of Washington. He also completed the program for Senior Executives in State and Local Governments of the Harvard University John F. Kennedy School of Government.
